With the release of Tier 1
notification letters, the Department of Homeland Security (DHS) has started
the 120-day countdown for these chemical facilities to complete the Site
Security Plan (SSP) using the finalized Risk
Based Performance Standards (RBPS) for each Chemical of
Interest. The SSP entails a very labor intensive process (DHS
estimates 200 hours to complete for medium-sized facilities). Have
you considered whether you will have the time and/or security expertise to
develop and submit the SSP for each of your high risk facilities?
Having "guards, gates and guns" is not enough to make you
compliant with the Chemical Facility Anti-Terrorism Standards (CFATS)
requirements. As an active participant in CFATS, Huffmaster
has been privileged to accompany and communicate with DHS representatives
throughout the SVA and now the SSP processes. In fact, our most
recent experiences include working with a DHS Team of inspectors last week
at a Tier One facility. One significant "take-away" from
that visit was the absolute intensity of the application of the RBPS,
particularly those relating to Perimeter Protection, Monitoring and Guard
Response. For those companies with Tier 2, 3 or 4 facilities, you
can take advantage of the additional time without the risk of uncertainty
now that the SSP process has begun. Huffmaster will leverage the
